國家發(fā)展改革委3月15日對外發(fā)布《促進國家級新區(qū)高質量建設行動計劃》，推動國家級新區(qū)努力打造改革開放新高地。2023年，19個國家級新區(qū)實現(xiàn)地區(qū)生產總值6.2萬億元，占全國總量的5%。

China will promote the high-quality development of State-level new areas, making them new highlands of reform and opening-up, according to an action plan released by the National Development and Reform Commission on March 15. In 2023, the gross domestic product of the 19 regions reached 6.2 trillion yuan, accounting for 5 percent of the total nationwide, according to the commission.

《促進國家級新區(qū)高質量建設行動計劃》提出，要增強新區(qū)科技和產業(yè)競爭力，包括強化科技創(chuàng)新策源功能、推動跨區(qū)域高水平協(xié)同創(chuàng)新、支持新區(qū)優(yōu)化重點產業(yè)布局、有序推進智能制造和數(shù)字化轉型等任務；要多措并舉擴大有效需求，包括高水平謀劃和建設重大項目、創(chuàng)新方式對接引進投資項目、培育消費新業(yè)態(tài)等任務；要支持新區(qū)深化重點領域改革，包括扎實推進實施綜合改革試點試驗、實施人才引進專項政策、提高新區(qū)土地利用效率等任務。

要以科技創(chuàng)新為引領，加強關鍵核心技術攻關，促進傳統(tǒng)產業(yè)轉型升級，加快培育世界級高端產業(yè)集群，加快構建現(xiàn)代化產業(yè)體系，不斷提升國際經(jīng)濟中心地位和全球經(jīng)濟治理影響力。
